1. Function

- Develop long-term strategies, medium-term and annual work plans according to the development plan, as well as medium-term and long-term plans of the University, organize management and development according to TDTU’s plan;

- Coordinate with relevant units to develop management goals for the science and technology development of the University as a research university;

- Cooperate and associate with domestic and international organizations as well as individuals in scientific research and technology transfer activities.

2. Mission

- Develop regulations on scientific research; organize implementation, scientific management and technology transfer in the University;

- Advise the Presidential Board to promulgate relevant documents necessary to organize, monitor, manage, and apply science and technology activities;

- Guide the planning, registration, and submission of scientific research projects by the University employees according to the annual plan;

- Monitor implementation progress, control processes, organize official acceptance councils, and directly manage the transfer of research and application results to beneficiary units;

- Summarize, make reports for competent authorities, advise, and reward scientific and technological research in the University;

- Coordinate with relevant units to organize conferences, scientific seminars, and researches for lecturers;

- Expand foreign relations to receive orders on scientific and technological tasks for the University units to register for implementation;

- Support units in adding equipment and facilities to serve the scientific research activities of researchers, lecturers, and students of the University.
